Tenant Co-management for CSP multi-tenant DaaS

Tenant Co-management feature will enable two tenant admin roles for the tenant customer's account:

1. Tenant Cloud Administrator will be able to manage own catalog, delivery groups plus access to other scoped objects in Studio along with the monitoring functions all within the tenant's scope.
2. Tenant Help Desk Administrators will be able to access monitoring console for its scope to perform basic help desk functions. 

Object or directory search for the above roles will be isolated within the tenant scope.
